Central to this process has been two series of Discovery Workshops – community-centric events designed to build collaboration between academics and rural businesses.</p><font class="plain"> </font><p class="plain">Over the course of fifty workshops, we’ve seen a shift in how Ontario’s rural communities approach economic development. The first series, held in 2008-2010, revealed three major priorities:</p> <p class="plain"><b>1. Build it Deep</b> – Rural communities are looking for paths to sustainable economic development, strategies that will build/attract jobs that will remain for the long-term.</p> <p class="plain"><b>2. Build it Unique</b> – Effective rural economic development needs to build on a community/region’s competitive advantage – those unique characteristics that differentiate it from others. Strategies built on these elements need to be reflected in clear, cohesive branding to attract tourists, residents and investment.</p> <p class="plain"><b>3. Build it Wide</b> – Rural communities need to diversify beyond single-industry dependency, to build a more resilient economic base.</p> <p class="plain">As The Moni<a link="" target="_blank" href="http://economicdevelopment.org/2013/03/the-changing-face-of-rural-economic-development/slide3/" class="plain"></a>eson Centre has followed-up with these communities in 2011-2013, a new emphasis has emerged: <i>entrepreneurship</i>. Rather than traditional smokestack-chasing models, we are seeing communities foster innovation, small business development, and incubators, all to support a vibrant entrepreneurial spirit. T. Stick Drive (formerly CB Access Road), starting at Delaney's Lane and ending at Pickett's Road.</p> <p class="plain">The water project is one of the conditions the town must fulfill in order to finalize a formal land sale agreement with Canadian grocery giant <a link="" target="_blank" href="http://www.loblaw.ca/" class="plain">Loblaws</a> Properties Limited, which operates the Dominion store on the Conception Bay Highway.</p> <p class="plain">Contractors have until Sept. 21 to submit tenders.</p> <p class="plain">The project involves upgrading a small section of the line in the area of Delaney's Lane, and new infrastructure to Pickett's Road. The town has $625,000 budgetted for the water service upgrades.</p> <p class="plain">"It will include water for the new business park," chief administrative officer Nigel Black told The Compass last week.</p> <p class="plain">He added that sewer infrastructure will be installed in a future phase.</p> <p class="plain">The proposed business park is roughly 60 acres, and is located just off L. T. According to Avison Young, major Canadian cities have nearly half of their office space located in suburban areas, but in Regina only 15 per cent is suburban.</p><p class="plain">"We're simply not used to the pace of growth that we're currently experiencing in Regina,'' Griesser said. "We certainly can't have restrictive policies that stop progress. The suburban office development is a direct requirement of business needs that fuel our growth and the economy.''</p><p class="plain">Even Mayor Pat Fiacco admitted the city administration has been overwhelmed by the pace of development in the city in the last few years. "For some of our experienced planners, they've never gone through this before. They're having to almost relearn this new way of doing business, this quicker way of doing business."</p><p class="plain">But attitudes both inside and outside city hall are changing toward developments, such as HLBP, Fiacco added. "The majority of citizens now start look at things (like HLBP), as to why can't we do this? We’re looking forward to working with the community through the process, to make sure they’re on board.<br><br>“We’re excited about the project. We’re excited to get council the information they need so we can move it ahead.”<br><br>A staff report says the proposed rezoning to M3 allows development of either business park or big box retail. But a shopping mall isn’t the company’s goal.<br><br>“Our intention is an industrial business park, the design of which is still coming. Our intention is not a big box retail. That’s not our intention.”<br><br>He said the company is open to different concepts for the business park, depending on the market, and that an industrial park fits with Maple Ridge’s official community plan.<br><br>Daykin said when TransLink was planning its bus maintenance yard, it was preparing to address some of the storm-water drainage problems in the area.<br><br>“I think there can be a neighborhood win, for sure.”<br><br>“I’m still really optimistic, really positive about the potential. Thanks to the <a link="" target="_blank" href="http://www.umbra.com/home.site" class="plain">Umbra</a> headquarters building, one small corner of Scarborough has come in from the cold anonymity that surrounds it. </p><font class="plain"> </font><p class="plain">In other words: Now there’s a there there, a sense of place, something that doesn’t look the way it does because it had to be cheap and easy.</p> <p class="plain">Indeed, Umbra’s building would stand out in any architectural crowd. With its translucent plastic façade and matching tower, it is hard to miss — and for all the right reasons.</p> <p class="plain"><a link="" target="_blank" href="http://kohnshnierarchitects.com/" class="plain">Kohn Shnier Architects</a>, which designed the complex in the late 1990s, is one of a handful of small Toronto practices recognized globally for their uncanny ability to pull off even apparently unrewarding projects such as this with aplomb.</p> <p class="plain">Starting with a nondescript 1970s industrial heap, the architects reconceived it as a beacon, both literally and figuratively.
